When first setting up an Adwords campaign to make all your keywords start with a quality score of "5"?

I wondering if all keywords first start with a quality score of 5 until you start getting impressions and clicks. Try to set up campaigns, but can not get all the prints in progress. Ads are approved. All keywords say "eligible". diagnoses Google says my daily budget is good to go. Was not sure if all the keywords at the outset as a "5" or if I need to do something to improve that first to get my ads to show. (Unless my bids are not high enough or something).

From my observations, you can first be given relatively high quality scores to allow your ads to test prints, if they result in low ctr, quality will decline. Some professionals recommend that bags of money in the first bidding time to a track for initial registration is established, then lower your bids.
