I have a website developed on paper, but now?
I need a PHP coder qualified to write my site. I know very basic PHP in HTML but not enough for my new website. What is the best place to find PHP coders who bid on my website template? (Ie the lowest bid is able to create my website) What is the best form of advertising? I found in the past that Google AdWords and Yahoo are forms advertisng very expensive. What are my options?
