What is the term for when someone makes a profit while someone else bears the cost?

I thought it was a fairly basic definition of business ethics, but I can not seem to find online. I think it's more of a technical term. Arbitrage is not quite, but I had not thought of before. Mercantilism is closest I can come up with but I do not think that's it exactly.
