Can I list my business in directory without their permission?

I started an online directory. I offer you ads free and paid packages to some business sector and I was wondering if I need their permission to list their activities on my directory. Not all cases I will contact suitable for packages and paid rather than wasting time trying to convince them to part with their money, I prefer to list them to increase their numbers.
